Being the property development and investments arm of parent company Chip Eng Seng, CEL has posted monumental growth in recent years.

The latest development by CEL is the Jurong Condo of Sora, a 440-unit condominium situated at Yuan Ching Road. Fronting the Jurong Lake, the new launch project will comprise of 1 – 4 Bedroom apartments.

The developer for the 99-leasehold condo is CEL Development Pte Ltd, which is the property development subsidiary of Chip Eng Seng. The SGX-listed company of Chip Eng Seng has more than 30 years experience in construction.
CEL Development acquired the site of Kopar At Newton through a Government Land Sale (GLS) in January 2019. The price of the GLS purchase was S$418.8 million, which translates to $1,192 psf ppr (per square feet per plot ratio).
The location of the condo is off the quiet road of Kampong Java. While the Newton Circus roundabout is possibly Singapore’s busiest roundabout, the condo is situated conveniently near it, yet sufficiently far from it to enjoy tranquility and not be affected by the traffic noise at the roundabout.
Kopar At Newton is conveniently located less than 340 metres from the North-South Line (NSL) MRT Station of Newton, which allows quick travel time to Orchard Road, Novena and the Central Business District (CBD).
Newton MRT station is also part of the Downtown Line (DTL). The 5th MRT line of Singapore, the DTL provides an additional travelling route within the city centre and improves the connectivity the CBD. Commuting along Bukit Timah Road is also made easier using the DTL.
Besides the public transportation mode of MRT , the development will also be well served by the numerous buses that ply along Bukit Timah Road and Scotts Road.
Traversing by car to various parts of Singapore is very convenient from the District 9 condo as it is less than 400 metres from the Central Tunnel Expressway (CTE).
Condo Project Details
The architect of Kopar At Newton will be ADDP Architects LLP, with United Tec Construction Pte Ltd being the main contractor.
The project site area is 125,326 square feet. Under the 2019 URA Master Plan, the site has a plot ratio of 2.8, which means the maximum Gross Floor Area (GFA) of the development is 350,912 square feet.
This maximum GFA allows the developer to build up to 436 apartments at the site. However, the developer decided to devote more GFA towards creating more space for facilities and beautifying the landscape. Hence, the final confirmed total number of units for the project is a smaller figure of 378 apartments.
The project has a land tenure of 99 years starting from 22nd April 2019. It comprises two residential towers which are both 23 storeys high.
The unit mix in the District 9 condo is 1 to 5 bedroom apartments. 1 and 2-bedroom units make up more than half of the total number of apartments.
There are a total of 8 penthouses in the project. 4 of the penthouses are 3-Bedroom Deluxe PH, with the sizes ranging from 1346 – 1367sf. 1 of the penthouse is a 4-Bedroom Deluxe PH, which has an area of 1722sf. The remaining 3 penthouses are Premier PH, which have luxurious floor areas ranging from 2637 – 2863sf.
The maintenance fees for the units in the development starts from $400 for a 1-bedroom to $800 for the Premier PH.

Educational Institutions around project
By virtue of its prime location in District 9, there is a good number of educational institutions near the development for parents to select.
The primary schools of Anglo-Chinese School (Junior), Anglo-Chinese School (Primary) and St. Joseph Institution (Junior) all lie within the coveted 1 kilometre radius from Kopar At Newton. As the 3 schools are highly popular and often over-subscribed during the annual Primary 1 enrollment exercises, having a residential address within 1 km from the schools will greatly increase the chances of gaining priority admission to one’s choice school.

The Orchard Road shopping belt is just 7 minutes drive or 1 MRT station away from the Newton condo. The 2.2 kilometre road is an internationally known shopping and dining paradise with its plethora of malls and restaurants.
